Fiji’s Ministry of Communications, in partnership with the UK Government and the Oceania Cyber Security Centre, is conducting a second review of Fiji’s cybersecurity capabilities.
This assessment evaluates Fiji’s cyber risk management using the Cybersecurity Capacity Maturity Model (CMM) to identify areas for improvement.
The review, which is taking place nine years after the first one in 2015, will involve various local stakeholders, including government officials, technical experts from the private sector, and members of civil society, to ensure a diverse range of opinions are considered throughout the process. The review will also take into consideration recommendations from previous consultations, including the Pacific Cyber Capacity Building and Coordination Conference (P4C) recommendations, and will aim to minimise duplication.
Minister for Trade and Deputy Prime Minister Manoa Kamikamica said “To further enhance our cybersecurity capacity we are employing a global and comprehensive framework for the nation-state. The CMM will help Fiji identify our strengths and weaknesses and develop tailored strategies to improve our overall resilience to cyber threats.”
Director-General of Digital Government Transformation, Cybersecurity, and Communications, Tupou’tuah Baravilala, stated that certain challenges exist now that were not evident during Fiji’s initial CMM assessment in 2015.
“We want to use this review to ensure that we are adapting our strategic approach to be able to address those evolving challenges.”
The OCSC will develop a detailed report over four months, to be handed to MoC, prioritising Fiji’s cybersecurity development against evolving cyber threats.
Regarding their involvement in the initiative, Nicola Noble, Deputy High Commissioner, British High Commission Suva said they were delighted to be working in partnership with the Fiji government to help advance its national cyber priorities through the delivery of a second CMM.

Understanding where you stand now through a CMM review is the first step to developing or revising a strategy for improving national cyber resilience. The OCSC team have conducted 9 CMM reviews across the Pacific to date and are honoured to be invited by Fiji to conduct our 10th.”
The review in Suva started today and will continue until Friday, March 1.
