Fiji’s Parliament is expected to table the Truth and Reconciliation Bill later today, a key piece of legislation aimed at addressing the country’s political and racial divisions.
The bill, yet to be formally introduced but scheduled for discussion later, seeks to establish a commission that will provide a platform for truth-telling and reconciliation, following years of political instability.
Prime Minister Sitiveni Rabuka is expected to table the Bill later today.
In a related development, Speaker of Parliament Ratu Naiqama Lalabalavu deferred the hearing of nominations for Fiji’s next President.
The postponement was partly due to scheduled maintenance work by the Water Authority of Fiji, expected to begin at midnight.
He also revealed that Parliament intends to suspend its sitting tomorrow, a motion that neither Government nor Opposition opposed.
Fiji’s 2013 Constitution outlines the specific procedure for appointing a President under Sections 84 and 85.
Section 84 outlines the procedure for appointing the President. When a vacancy arises, the Prime Minister and Leader of the Opposition each nominate one candidate. Parliament then votes, and the candidate with the majority support is appointed. If there is a tie, another vote is held after 24 hours, continuing until a majority is reached. After three rounds without a majority, the Prime Minister’s nominee is appointed. If both leaders nominate the same person, no vote is needed, and that individual is appointed directly.
Section 85 defines the President’s term as 3 years, eligible for one reappointment, and sets conditions for their remuneration.
The current President, Ratu Wiliame Katonivere, who has been in office since November 2021, could potentially become the second Fijian President to serve two consecutive terms, following Major-General (Ret’d) Jioji Konrote.
