Twelve men who travelled to Vanua Levu from Mana island in Yasawa have been told to remain at the Nabouwalu jetty.
Mai TV news understands that the 12 are labourers and are headed for a construction site in Labasa.
Bua Provincial administrator Peni Naqasevanua said that they would not allow them to proceed any further then the jetty.
The men claim to have in their possession a pass to enter Vanua Levu.
Residents of Nabouwalu are angry and confused.
